Usei uma policy na entrada e funcionou bem.
Abaixo vai o modelo que usei.

Gil,
Você está falando de um equipamento camada “3″, ele por si faz roteamento. Digo se o equipamento for camada 3.
Caso o equipamento seja um camada “2″, apesar de criar VLAN ele não faz roteamento, sempre vai precisar de um Router.
A diferença de preço entre esses dois equipamentos é grande.
