Project Manager Ref 002:
DEFINITION
To manage the implementation of complex improvement and related projects. This includes the planning, design, development, and implementation of high quality projects in a timely, efficient, Quality, and cost effective manner.
DUTIES Depending upon assignment, duties may include, but are not limited to, the following:
Work with other departments, architects, planners, commissions or committees, other public agencies, developers and others in the development and implementation of project feasibility studies, concepts, programming, planning, design, and other activities for assigned projects;
Defining project scope, deliverables, schedules, budgets and tasks list (WBS);
Conducting project kickoff, steering committee, and team meetings;
Conducting Brainstorming Sessions and other project meeting facilitation;
Estimating duration and resource requirements;
Facilitating setting of technical, functional and business requirements;
Developing detailed project plans including resource plans;
Working with functional and resource managers to acquire needed resources;
Tracking/managing projects from initiation to successful completion;
Identifying and escalating issues;
Communicating project status;
Resolving project issues, problems, and changes;
Leading projects to overall success;
Develop, recommend, and maintain accurate and current project budgets;
Manage cost and quality controls in all project activities;
Assist in development of procedures, policies, recordkeeping, and duties as required related to PMO & overall administration of improvement projects;
Direct the work to provide particular expertise in project studies, programming, development, design, or management;
Participate in, or manage the selection, hiring, and development of project leaders/Managers;
Plan, prepare, and communicate schedules and progress records of projects activities and expenditures, and assist others in establishing project schedules and milestones;
Develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks;
Solicit and review bids, and recommend contract awards. Monitor contractor performance, review and process submittals and change orders;
Review, analyze, and prepare reports and other correspondence on all activities and transactions related to assigned projects, and provide timely information and status updates on assigned projects;
Prepare and present comprehensive administrative, statistical and technical studies, reports, evaluations, specifications and correspondence as required;
Give presentations and conduct meetings on all issues regarding assigned projects, both within organization and for clients;
Direct, supervise, and coordinate the work on assigned projects.
QUALIFICATIONS
Knowledge of:
Project management principles and techniques.
Procedures for planning and processing projects, and for establishing plans, specifications and inspection for projects.
Contract management.
Cost estimating and tracking and scheduling techniques for projects.
Computer applications specifically related to project management, such as MS-Project.
Filing and data collection methods related to capital projects.
Practices of personnel supervision and management.
Ability to:
Manage and supervise complex improvement projects and consultant studies.
Accurately analyze situations and problems relating to complex capital projects, identify alternative solutions, project consequences of proposed actions, and implement an effective course of action in accordance with general policy and pertinent codes and regulations.
Communicate effectively, both orally and in writing, and make effective presentations.
Establish and maintain effective working relationships with those contacted in the course of performing assigned responsibilities.
Read and interpret highly complex written material such as plans, specifications, and ordinances. Ensure project compliance.
Prepare contract documents for professional services and monitor performance.
Plans and design concepts for the most complex projects.
Keep complex projects on schedule and within budget with the quality required.
Utilize all commonly used project management software and capital project record systems.
Manage, Supervise and train assigned staff/project managers.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Five to Eight years of progressively responsible experience related to project management, facilities management, telecom, IT and other engineering supervision activities;
Experience in managing mid and large-scale projects is required;
Ability to define project management processes, tools and templates as required for the project;
Focus on Team Building and Vendor Management to involve peers, managers, executives, and other teams;
Use of Strong communication, presentation and facilitation skills required;
Proven responsibility in all phases; - pre-sales, pre-study, project delivery;
Experience of managing third party suppliers/partners within projects essential;
Proven ability to adapt, improve and implement handling of scope, risks, changes inc. customer adaptations, solution management/support;
Customer Management experience with proven experience in presentations, negotiations, agreements, disagreements, customer expectations and relations;
Proven understanding of how to apply different business solutions to different domains to support customers operations and business.
Education:
Bachelors degree from an accredited college or university with major course work in Engineering.
